Does it work for the rest of the world?

Apparently Presedent Bush has just signed in to law legislation that makes it a jailing offense if you create an e-annoyance. Does this mean that all those advertisements for bodily enhancements or aids to one's stamina or bank balance that issue from annoying individuals in the USA (based on a casual glance at their email addresses - what one can decipher of them anyway) will now be carted off to jail?

One can only hope!
